Under the general direction of the Learning and Development Manager, the Instructional Designer/Trainer plays a critical role in developing, designing, and delivering effective learning materials and training programs to support the City of Durham’s learning and development goals. This role involves analyzing training needs, creating engaging and interactive learning content, implementing training programs, and evaluating their effectiveness. The Instructional Designer/Trainer collaborates with subject matter experts, stakeholders, and other team members to ensure the successful execution of learning solutions.

Duties/Responsibilities

Essential Functions:

Needs Analysis:

  • Conduct needs assessments to identify performance gaps and learning objectives.
  • Collaborate with stakeholders and subject matter experts to understand the learning requirements and organizational goals.

Curriculum Development:

  • Design and develop engaging and interactive learning materials for different target audiences.
  • Attends meetings to provide consultation and professional assistance to departments.

Content Creation:

  • Use instructional design principles to create effective learning content that aligns with adult learning theory.
  • Utilize various media formats, including text, graphics, audio, video, and simulations, to enhance the learning experience.
  • Ensure content is accessible, user-friendly, and compatible with various learning platforms.

Program Administration and Training Delivery:

  • Administers learning programs and evaluates those learning programs using performance measures and recommends improvements.
  • Conduct training sessions, either in-person or through virtual platforms, to deliver the learning content to participants.
  • Facilitate engaging and interactive training sessions to promote learner participation and knowledge retention.
  • Promotes programs and other departments initiatives and functions.
  • Updates and maintains databases, online systems, and webpages; researches updates, compiles, analyzes, and/or reviews.

Research, Evaluation and Improvement:

  • Research, compile, and analyze information, and preparing reports.
  • Conduct evaluations of training programs to assess their effectiveness and gather participant feedback.
  • Analyze training results and feedback to improve and update training content as needed.
  • Consult with management and other staff on recommendations for improvements including updating strategic planning initiatives.

Learning Management System (LMS) Management:

  • Administer the Learning Management System (LMS), ensuring accurate course listings, user enrollments, and reporting.
  • Monitor learner progress and maintain records of training completion and certifications. 

Collaboration and Project Management:

  • Work collaboratively with cross-functional teams, subject matter experts, and stakeholders to ensure successful project completion.
  • Manage instructional design projects, including timelines, resources, and deliverables.

Stay Updated on Industry Trends:

  • Continuously research and stay updated on industry best practices, emerging technologies, instructional design, and training trends.

Minimum Qualifications & Experience

  • Bachelor’s degree in Instructional Design, Education, Training, or a related field.
  • Five years of proven experience in instructional design, curriculum development, and training delivery.

Additional Preferred Skills

  • Professional certification in Training and Development is helpful. 
  • Proven experience in instructional design, curriculum development, and training delivery.
  • Familiarity with adult learning principles and instructional design models (e.g., ADDIE, Bloom’s taxonomy).
  • Proficiency in using instructional design tools and software (e.g., Adobe Captivate, Camtasia).
  • Strong presentation and facilitation skills.
  • Excellent written and verbal communication abilities.
  • Ability to work independently and collaboratively in a team environment.
  • Strong project management and organizational skills.
  • Adaptability and ability to work in a fast-paced, changing environment.
