To accelerate this shift, we seek a Senior Learning Development Program Manager to lead forward-looking, business-critical skill development initiatives. Acting as a trusted advisor, you will connect business strategy to workforce capability, delivering recommendations that drive measurable impact. 

You will champion AI-powered skilling solutions that shorten time to proficiency, enable practical application of new skills in the flow of work, and scale globally. Reporting to the Director of Enterprise Skilling, you will model next-generation L&D practices, foster alignment across teams, and represent GL&S to leadership and key stakeholders.

Responsibilities

Program Management  

  • Demonstrated expertise as an HRBP partnering with the business for large-scale reskilling, redeployment, and agentic in-flow solutions. 
  • Conduct needs analyses, define business outcomes related to learning and skilling needs, create program learning objectives, and execute project agreements using AI-driven insights and predictive analytics. 
  • Partner with product and engineering teams to embed AI tools and capabilities—Copilot, agentic solutions, and orchestration layers—into skilling experiences. 
  • Design and deliver reskilling and upskilling programs aligned to future capability needs and business priorities. 
  • Lead iterative solution design and experimentation cycles, including pilots and controlled program experiments, to validate concepts and optimize impact. 
  • Establish structured feedback loops with learners and stakeholders to continuously refine program solutions and accelerate adoption. 
  • Pilot and scale AI-powered solutions (e.g., predictive skills engines, AI learning advisors) to forecast skill gaps and guide development pathways. 
  • Collaborate with instructional design and operations teams to create AI-enhanced learning solutions from ideation through execution. 
  • Develop robust measurement frameworks using AI analytics to assess program effectiveness and iterate based on learner feedback and performance data. 
  • Ensure compliance with privacy, security, and readiness standards (CELA, HR Privacy, Responsible AI, Global Readiness) for all AI-integrated solutions. 

Business Strategy & Operations 

  • Lead and contribute as an IC (individual contributor) on reskilling and redeployment initiatives by designing, developing, and implementing business-aligned solutions in close partnership with HR stakeholders including: GTM (Go-To-Market), HRBI (HR Business Inisghts), GL&S, and others. 
  • Act as a strategic partner to business leaders, helping them navigate workforce transformation and build future-ready talent pipelines. 
  • Collaborate with Agentic In-Flow Product Team to define hybrid cohort/agentic solution use cases, gather requirements, and drive Customer Zero success. 
  • Use AI-driven insights to align skilling initiatives with organizational goals and inform leadership decisions. 
  • Champion inclusive practices and continuous learning to foster engagement and cultural alignment. 
  • Influence outcomes across complex, matrixed environments through storytelling, systems thinking, and data-backed recommendations. 
  • Manage multiple projects, budgets, and vendor relationships with precision, leveraging AI tools for optimization and efficiency. 
  • Establish and report against OKRs (objectives and key results) tied to the organization’s AI-driven skilling strategy. 
  • Maintain quality control and governance standards using AI monitoring systems.

Required Qualifications 

  • Master’s Degree or equivalent AND/OR 3+ years experience in Learning and Development, relevant technical roles, business development, quota management, human resources (HR), customer success, collection management, research/restoration evaluation, industry, or program/project management 
    • OR Vocational qualification or higher education degree (e.g., Bachelor’s Degree) AND/OR 5+ years experience in Learning and Development, relevant technical roles, business development, field or sales, HR, customer success, collection management, research/restoration evaluation, industry, or program/project management
    • OR equivalent experience.
  • 2+ years experience in learning program management, workforce transformation, reskilling, or talent development strategy. 
  • 2+ years expertise of AI technologies/tools and their application in learning and skilling contexts. 

Preferred Qualifications

  • Master’s Degree or equivalent AND 6+ years experience in learning and development, relevant technical roles, business development, field or sales, human resources (HR), customer success, collection management, research/restoration evaluation, industry, or program/project management 
    • OR Vocational qualification or higher education degree (e.g., Bachelor’s) AND 8+ years experience in learning and development, relevant technical roles, business development, field or sales, HR, customer success, collection management, research/restoration evaluation, industry, or program/project management 
    • OR equivalent experience.
  • Microsoft Fundamentals, Coaching (e.g., International Coaching Federation), Project and/or Program Management Professional, archival, or a similar certificate.
  • Demonstrates commitment to career development and continuous or consistent learning through formal and informal efforts (e.g., change management, design thinking, management training, online courses).
  • Proven understanding and expertise of AI technologies/tools and their application in learning and skilling contexts. 
  • Ability to partner effectively with product and engineering teams, and easily align or influence cross-functional stakeholders. 
  • Proven communication, strategic thinking, and change management skills. 
  • Demonstrated success in reskilling/upskilling initiatives at scale. 
  • Experience managing iterative solution design cycles, including pilots, controlled experiments, and structured feedback loops to refine and scale programs. 

Integrated Learning IC5 – The typical base pay range for this role across the U.S. is USD $116,900 – $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 – $222,600 per year.
