The City of Virginia Beach is hiring a Learning and Development Human Resource Manager to lead the development, delivery, and continuous improvement of citywide training programs. This pivotal role supervises a team of Talent Development Partners, develops curriculum that serves our organization and each other, utilizes innovative learning technologies, and ensures our workforce has the tools to successfully navigate the future of municipal work.

As a strategic Learning and Development HR Manager, you will:

  • Design, curate, and deliver engaging, results-driven learning content (soft skills, technical skills, compliance, onboarding, and leadership etc.) in in-person, virtual, and hybrid formats.
  • Lead curriculum and instructional design processes to align learning initiatives with department, citywide, and individual development needs.
  • Oversee Learning Management Systems (LMS) and related platforms, driving usability, optimization, and accessibility in a multi-user environment.
  • Coordinate the evaluation and review of existing training classes and programs and suggest enhancements and modifications to improve engagement, learning, and retention.
  • Provide guidance and counseling to employees seeking career development through education and training to assist employees in taking the proper courses.
  • Collaborate with senior leadership to support workforce development strategy, succession planning, and citywide learning initiatives.
  • Support strategic planning and budgeting; prepare cost-benefit analyses and identify mandatory cost reductions with related service-delivery impact.
  • Represent the Human Resources division in cross-departmental initiatives, ensuring alignment with City policy and the dynamic needs of the workforce.
  • Other duties as assigned.

  • Requires a Bachelor’s degree in a related field plus six (6) years of experience utilizing the required knowledge skills, and abilities, or any combination of education (above the high school level) and/or experience equivalent to ten (10) years in fields utilizing the required knowledge, skills, and abilities.

Preferences:

  • Two years exp supervising trainers, development partners or similar professional staff
  • Exp designing curriculum; instructional design for workforce development
  • CPTD (Certified Professional in Talent Development)
  • Familiarity with LMS, associated integrations with other HRM modules, and relative reporting
  • Masters Degree (Adult Education, Instruction and Curriculum Design, Instructional Technology, Organi
  • Experience evaluating training/learning programs, data analytics, and continuous improvement initiatives

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
