Position Title: Manager, Learning Technologies & Services

Position Summary

BCIT’s Teaching & Learning Department is seeking a regular, full-time (1.0 FTE) Manager, Learning Technologies & Services. This position manages the learning technologies operations, tools and platforms and the delivery of services and resources to support teaching and learning environments within BCIT’s Schools and programs. Provides leadership to the team, fostering partnerships with faculty, Information Technology Services (ITS) and vendors for new tools and learning technologies. Adopts new learning technology systems and tools, assessing their potential to support teaching and learning excellence. Coordinates process improvement to ensure timely and accurate delivery of support services to the end users. Acts as a key partner to ensure achievement of departmental initiatives and projects towards fulfillment of the BCIT strategic and education plans.

Duties & Responsibilities

Key Accountabilities

  • Participates as a member of the Dean’s leadership team by contributing to the development of department strategies and plans. Leads the implementation of learning technology and services operational plans and initiatives, sharing responsibility for achievements and success.
  • Develops and implements short and long-term goals to ensure the use of effective and efficient learning technologies. Uses data analysis to help influence changes in learning technology operations, systems, processes or programs.
  • Stays current of emerging and new learning technology approaches, educational delivery platforms, best practices, and provides direction on emerging learning technologies to be considered and implemented with a focus on student engagement and academic success.
  • Participates in the assessment, evaluation, procurement and implementation of new technology tools and capabilities with a focus on suitability, security and privacy risks for integration with the existing learning technology environment, including the Institute’s Learning Management System.
  • Oversees the day-to-day operational delivery of learning technology systems, tools, services and subscriptions including negotiating with software vendors on licensing and support agreements. Supports technology renewals and vendor partner relations; reviews proposals and contracts for learning technologies and services.
  • Collaborates and fosters relationships with faculty, developers, ITS, academic leaders, and other partners to identify, establish, monitor and administer learning technology systems and educational support processes.
  • Provides advice to maximize learning technology methodologies and systems, ensuring responsible governance, maintaining and supporting curriculum development and delivery ensuring alignment with school academic priorities, and minimizing risk of disruption to academic operations.
  • Advises on system security and access; liaises with ITS and the Privacy Office to develop and implement controls; maintains diligent access standards; ensures compliance with security and access protocols to ensure the privacy and protection of student information.
  • Establishes customer standards and practices ensuring a high level of response is maintained through collaboration, continuous improvement, and service excellence. Troubleshoots complex technical issues and provides timely support to users. Works in partnership with ITS to streamline operations and projects as needed.
  • Develops and manages the annual and project budgets, programs and activities and ensures forecasts, resource requirements and budget controls are in accordance with Institute policies and procedures. Analyzes and plans for funding to support innovative projects including the replacement of capital equipment.
  • Represents learning technologies on external and internal task forces and committees associated with curriculum and instructor support services.
  • Manages and participates in the development, implementation and monitoring of policies that govern the use of learning technologies at BCIT.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. 
  • Collaborates with Dean on performance-related matters.

Qualifications

Qualifications:

  • Bachelor’s degree in a related field.
  • Seven (7) years’ related experience, including supervisory or management experience in higher education.
  • An equivalent combination of education and experience may be considered.
  • Expert knowledge of current learning theory, interactive instructional design methodologies and current and emerging learning technologies.
  • Solid experience in selecting, deploying, and renewing various educational technologies within a large, multi-user environment.
  • Advanced organizational and decision-making skills and experience in planning for operational and strategic growth in learning technologies and methodologies.
  • Advanced knowledge of adult learning theory, methodology, curriculum design, development, production, and evaluation is an asset.
  • Advanced ability to lead and foster a collaborative and high-performing team environment.
  • Solid project management skills, with ability to lead projects from concept and planning through to completion.
  • Advanced experience in researching, evaluating and planning the implementation of emerging educational technology strategies.
  • Solid interpersonal and persuasion experience, with the ability to build rapport and influence outcomes with vendors and implementation partners.
  • Advanced communication skills, including the ability to translate complex technical concepts into accessible language for diverse audiences.
  • Advanced ability to work collaboratively across departments, foster relationships with faculty, students, administrators, and technical teams.
  • Solid experience with multi-media tools, learning management systems, assessment platforms, data analytics, and survey technologies.

Salary Range: $105,653-$145,272, with a control point of $132,066 per annum

The control point of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position. In the normal course, employees will be hired, transferred, or promoted between the minimum and the control point of the salary range for a job, taking internal equity into account. Salaries above the control point may be considered for extenuating circumstances and must be approved by an external governing body.
