As a Senior Manager, Program Strategy, you are a forward-thinking people leader responsible for driving exceptional learning outcomes across the CVS Health enterprise. You will lead a diverse team of individual contributors, ensuring high-quality, consultative work across a complex portfolio of curriculums. Your focus will span the full learning lifecycle—strategy, design, development, and maintenance—leveraging advanced data analytics and project management to deliver measurable impact on business performance.

In this role, you will:

  • Lead People, Projects, and Strategy: Provide vision, coaching, and direction to your team, cultivating high performance and professional growth. Champion modern, tech-enabled learning practices and a culture of continuous improvement.
  • Deliver Enterprise Impact: Partner cross-functionally with Learning Delivery, Business Operations, and senior leaders (up to VP level) to ensure training aligns to evolving business needs and drives positive, quantifiable outcomes.
  • Drive Data-Driven Decisions: Rigorously analyze and communicate training effectiveness and ROI, using mature analytics and data storytelling to shape strategy and influence decision-making at the highest levels.
  • Foster Strong Stakeholder Relationships: Act as a consultative partner, proactively identifying opportunities for learning interventions and collaborating to solve complex business challenges.
  • Success in this role means scaling a future-forward, agile learning organization—delivering measurable results, fostering innovation, and influencing business outcomes across the enterprise.

Required Qualifications:

  • At least 7 years of experience in instructional design, learning strategy, or program management
  • 5+ years of people leadership experience, preferably in matrixed or enterprise environments
  • Demonstrated expertise in project management and analytics (e.g., QuickBase, Tableau, or similar tools)
  • Proven ability to drive learning solutions that achieve measurable business results
  • Strong facilitation, communication, and data storytelling skills for executive audiences
  • Track record of effective cross-functional collaboration and stakeholder management

Preferred Qualifications:

  • Experience partnering with VP-level or above in large, complex organizations
  • Master’s degree in HR, Learning, Business, or related field
  • PMP, Six Sigma, or equivalent certification
  • Thought leadership in technology-enabled learning, agile transformation, or change management
  • Prior experience in healthcare, compliance, or regulated industries

Education:

Bachelor’s Degree required or equivalent relevant work experience

Pay Range

The typical pay range for this role is:

$82,940.00 – $182,549.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
